Can I substitute oat flour with normal flour for a dog treat?

yes, it can be substituted in a pinch - I've used normal all purpose flour before when making dog biscuits;they were prob just going for more nutrients etc by selecting the oat flour (just ground up oats, I've put them in the blender or coffee grinder until flour consistency - keep watching it though)
